you write about education because it was romney that said wednesday night we drove our schools to be number one in the nation. how much of that, fred, was that romney versus the system he inherited when he took office? >> it is just that he inherited -- had been trending up for the last decade. in 1983, you know, in august the s.a.t. reports came out, about eight months into his administration, and massachusetts at the top in terms of scores, and this is among the top states in terms of student participation. so, again, i liken it to somebody standing out in the weather and either being blamed for the weather or taking credit for it. they had nothing to do with it. >> okay. let's continue with the weather analogy but talk taxes. he talks about how he didn't raise taxes in massachusetts, even though the state was up against a $3 billion budget gap. i know we have done, you know, fact checking, we know that's true. he didn't. but there is a but. >> there is a whole bunch of buts. there is -- when you look at anybody's record. especially a governor's record. one of the buts is the fact

governor romney, he's a good debater. i'm just okay. but what i'm most concerned about is having a serious discussion. about what we need to do to keep the country growing and restore security for hardworking americans. that's what people are going to be listening for. that's the debate that you deserve. >> reporter: as you know, a lot of people will be watching, so there'll be a big audience. but both candidates are trying to target a small audience. because you have republicans on the right, they know who they're going to vote for, those on the left, they know who they're going to vote for. independent voters lean one way or the other, so we're talking about a small group of those undecided voters. and both sides will be working very hard not to make mistakes and to try to score some key points. >> just quickly, what's the president doing to work on those lengthy answers that he tends to give. very clinton-like because, look, you don't have unlimited time on that stage. >> reporter: you don't. and you know, for a couple

so there's a lot on the line for mitt romney, barack obama tomorrow night. tens of millions of people will be watching. of course, a lot here on cnn. there is over 3,000 journalists who are actually credentialed to come and cover this debate. 700 of them are from other countries. so the whole world will be watching. >> and jim lahr is the moderator for debate number one. how long do the candidates get to answer the questions? because some candidates are pretty long-winded. >> reporter: they are, and that's going to be the struggle and one of the challenges for the moderator torrow as well as the other debate moderators, including candy crowley who will be moderating a debate later this month. 30 seconds to about a minute to answer a question. and of course there's a rebut l rebuttal. if we do see sharp exchange back and forth, sometimes the train can get off the track and the candidates tend to go after that. that's is the kind of must-see tv that people are looking for. we'd rather see the candidates engage one another, challenge one another on the issues,
